Making investment choices across competing priorities — with uncertainty over future conditions
Every PR29 plan has to hold several things true at once, and they do not point the same way. Spending that improves resilience may not be the spending that improves asset health. The environmental obligation and the affordability constraint are both real. And the conditions the plan is built on — demand, climate, cost, regulatory expectation — will not hold still for five years, let alone fifteen.

A plan built by picking a shortlist early and defending it later is brittle: it cannot show what was considered and rejected, it cannot show what the alternative would have cost, and it cannot be re-run when an assumption moves. The work is not choosing between a handful of options. It is being able to see the whole space of them, and to keep seeing it as things change.
Four steps, in that order, and the order is the point. Most planning starts at Decide and works backwards to justify it.

Explore
Generate the full option space, not a shortlist. Thousands of viable combinations, rather than the three or four somebody thought of first.

Compare
See the trade-offs between cost, risk and outcomes — explicitly, side by side, in the terms a regulator will ask about.

Adapt
Re-plan as circumstances and assumptions change. A pathway is a set of decisions over time, not a fixed line, and it should be re-run in hours rather than rebuilt over months.

Commit with a defensible, evidenced rationale — showing not just what you chose, but what you did not, and why.

A pathway is not one line. It is a sequence of decisions, each of which opens or closes what comes after it. The value is not in predicting which line is right — it is in knowing, at each decision point, what the alternatives cost and what they leave open.
